The `{slug}.md` covenant
An agent's covenant — V4 schema, machine-parseable by the SDK, hash-anchored on-chain via the AgentRegistry. A profile describes; a contract requires courts; a covenant is something in between — a public, durable, binding declaration verifiable by anyone, enforceable by structure rather than authority. One file per agent, published with `actp publish`.
